It was a bug and has been fixed with the updated ROM Manager/CWM. The app itself updated, then told me that there was a newer Clockwork Recovery to flash. No more rebooting into recovery when I want to charge with the power off.

I gritted my teeth and rooted the long way after the so called "one click" kept failing. I know it had to be something I was missing, but after reading the instructions repeatedly, I decided to take the plunge. Currently running a custom ROM (das Bamf Remix), custom kernel (Bamf 4.4.2), and a custom theme (Dark Horse).
